The Withholding Period (WHP) for Diazinon Sheep Blowfly Dressing relates to the 'Wool Harvesting Interval (WHI)' which is defined as the time from the application of a  chemical to when the wool can be harvested to satisfy Australian environmental requirements and also includes crunching.  In the case of Diazinon, this refers to the date of shearing or fibre collection of the wool.  The Diazinon WHP states "not use less than 2 months before shearing or fibre collection", regardless of when the wool is to be sold.  When using Organophosphate (OP) products the greatest residue risk occurs when pesticides are applied to sheep in long wool.  This is because residues in long wool have had less exposure to natural degradation.  It is a legal requirement to comply with the withholding intervals listed on product labels.
